Порядок рецензирования/Procedure for reviewing

ПРАВИЛА НАПРАВЛЕНИЯ, РЕЦЕНЗИРОВАНИЯ И ОПУБЛИКОВАНИЯ НАУЧНЫХ СТАТЕЙ, ПРЕДОСТАВЛЯЕМЫХ В РЕДАКЦИЮ ЖУРНАЛА ВЕСТНИК КАФЕДРЫ ЮНЕСКО «МУЗЫКАЛЬНОЕ ИСКУССТВО И ОБРАЗОВАНИЕ»

  1. Издание осуществляет рецензирование всех поступающих в редакцию материалов, соответствующих ее тематике, с целью их экспертной оценки.
  2. Авторы представляют в редакцию рукопись статьи, оформленную в соответствии с «Требованиями к предоставлению рукописей». Статьи, не соответствующие тематике научного направления журнала и не оформленные должным образом, к рассмотрению не принимаются.

2.1. Материалы, не соответствующие этим условиям, возвращаются авторам с указанием причин отказа в приеме рукописей.

2.2. Материалы, удовлетворяющие этим условиям, направляются на рецензирование членам редакционной коллегии журнала, курирующим данную тематику.

2.3. Все рецензенты являются признанными специалистами по тематике рецензируемых материалов и имеют в течение последних 3 лет публикации по тематике рецензируемой статьи.

  1. Рецензенты уведомляются о том, что переданные им рукописи являются интеллектуальной собственностью авторов и относятся к сведениям, не подлежащим разглашению. Рецензентам не разрешается делать копии статей для своих нужд.
  2. В журнале соблюдается режим конфиденциальности и регламент «слепого» (анонимного) рецензирования. Взаимодействие авторов и рецензентов осуществляется только через сотрудников редакции.
  3. Редакция издания направляет авторам представленных материалов копии рецензий или мотивированный отказ, а также обязуется направлять копии рецензий в Министерство образования и науки Российской Федерации при поступлении в редакцию издания соответствующего запроса.
  4. Рецензия предоставляется автору рукописи без подписи и указания фамилии, должности, места работы рецензента.
  5. Рецензии хранятся в редакции в течение 5 лет.
  6. В рецензии (Приложение 1) должна найти отражение оценка:
  • актуальности темы и оригинальности ее раскрытия;
  • наиболее важных аспектов статьи, ее теоретической и/или практической значимости;
  • обоснованности сформулированных авторами выводов;
  • корректности использования математического аппарата;
  • ясности и понятности для читателя стиля изложения;
  • полноты и правильности списка использованных источников.

В заключительной части рецензии должна быть дана четкая рекомендация о ее публикации в представленном виде либо о необходимости ее доработки и переработки в следующих формулировках:

  • рекомендовать рукопись к публикации;
  • рекомендовать рукопись к публикации с внесением незначительных изменений,
    без отправки на повторное рецензирование;
  • рекомендовать рассмотреть рукопись после устранения автором замечаний рецензента,
    с последующим направлением на повторное рецензирование;
  • отказать в публикации рукописи.
  1. Статья, доработанная или переработанная авторами, повторно направляется на рецензирование вместе с ее первоначальным вариантом в максимально короткие сроки. Статья, задержанная на срок более трех месяцев или требующая повторной переработки, рассматривается как вновь поступившая. Рукописи, отклоненные по результатам рецензирования, повторно не рассматриваются.
  2. Решение о публикации статьи в конкретном номере журнала принимается главным редактором.
  3. Принятое решение о публикации статьи доводится до сведения автора редактором, осуществляющим подготовку статей в соответствующем ее содержательной направленности разделе.
  4. В случае несогласия с мнением рецензента автор статьи имеет право обратиться в редакцию с аргументированной просьбой о направлении его рукописи на рецензирование другому рецензенту с приведением в обращении соответствующих аргументов. В этом случае редакция журнала направляет рукопись на повторное рецензирование, либо предоставляет автору мотивированный отказ.
  5. Максимальный срок рецензирования – от даты поступления до вынесения решения – составляет
    1 месяц.
  6. Плата с авторов за рецензирование статей не взимается.
  7. Редколлегия оставляет за собой право сокращения и научного редактирования статей по согласованию с авторами.

 

PROCEDURE FOR REVIEWING OF THE MANUSCRIPTS SUBMITTED TO THE EDITORIAL OFFICE OF THE BULLETIN OF THE UNESCO CHAIR “MUSIC ART AND EDUCATION”
  1. All the received manuscripts corresponding to the remit of our journal are peer reviewed and appraised.
  2. Authors submit the manuscript of the article issued according to “Manuscript Submission Requirements”. The articles which do not meet the scientific subject area and the proper design of the magazine aren’t accepted to consideration.

2.1. The materials which do not meet these terms are returned to the authors with an indication of the reasons for rejecting the manuscripts.

2.2. The materials meeting these terms are directed for reviewing to the members of editorial board supervising this subject matter.

2.3. All our reviewers are acknowledged experts in corresponding scientific fields and have published papers in the area of reviewed paper within the last three years.

  1. Reviewers are notified that the provided manuscripts are the intellectual property of the authors and refer to the information not subject to disclosure. Reviewers aren’t allowed to make the copy of the articles for their own needs
  2. The mode of confidentiality and regulations of “blind” (anonymous) reviewing is observed in the magazine. Interaction of authors and reviewers is carried out only through editorial office employees.
  3. Authors of submitted manuscripts receive from our Editorial Board a copy of peer review or substantiated refusal. If requested Editorial Board shall send copies of reviews to Minister of Education and Science of Russian Federation.
  4. A review is provided to the author of the manuscript without signing and indication of a name, position, place of work of the reviewer.
  5. All reviews remain deposited in the editorial archive for 5 years.
  6. The review should reflect:
  • relevance of the theme and originality of its disclosure;
  • the most important aspects of the article, its theoretical and/or practical significance;
  • validity of the conclusions formulated by the authors;
  • correct use of the mathematical apparatus;
  • clarity and understandability for the narrative style;
  • completeness and correctness of the list of used sources.

In the final part of the review a clear recommendation of its publication as presented or about the need for its modification and processing of the following formulations has to be made:

  • to recommend the manuscript for the publication;
  • to recommend the manuscript for the publication with minor changes, without sending for repeated reviewing;
  • to recommend to consider the manuscript after eliminating by the author of the reviewer’s remarks, with the subsequent direction for the repeated reviewing;
  • to reject the publication of the manuscript.
  1. The modified or revised articles are repeatedly sent for reviewing along with its initial version in the shortest terms. The article detained for the term of more than three months or demanding additional revision is considered as newly submitted. The manuscripts rejected by the results of reviewing aren’t re-considered.
  2. The decision to publish the article in a particular issue of the magazine is made by the managing editor-in-chief.
  3. The responsible editor for the section communicates the decision to the author.
  4. In case of disagreement with the opinion of the reviewer, the author has the right to address the editorial office with a well-reasoned request to direct his manuscript to another reviewer by giving the relevant arguments. In this case, the editorial Board sends the manuscript to repeated reviewing or the author provides a reasoned refusal.
  5. The maximum term of reviewing – from the date of submission till the rendering of the decision – makes 1 month.
  6. The reviewing of articles is free of charge.
  7. The editorial board reserves the right of reduction and scientific editing of the articles in coordination with the authors.

Supplement 1

Example of review of article for the journal

BULLETIN OF THE UNESCO CHAIR “MUSICAL ARTS AND EDUCATION”

The review has free form but it must include the following paragraphs:

  1. Full article title, academic degree, title, appointment and last, first and middle name of author (for example: the review of article by Ivan Ivanovich Ivanov, Candidate of Pedagogical Sciences, Associate Professor of the Department of Music Execution at Moscow State Pedagogical University).
  2. Brief description of the article problem.
  3. Work evaluation:
  • actuality of the topic and originality of its manifestation;
  • most significant article aspects, theoretical and/or practical relevance of the research;
  • validity of conclusions formulated by author;
  • correctness of mathematical algorithm employment;
  • clarity and understandability of presentation for any reader;
  • completeness and correctness of list of reference links.
  1. Recommendation for publication in following terms:
  • recommend to publish the manuscript;
  • recommend to publish the manuscript using slight modifications without second review;
  • recommend to consider the manuscript after the author’s correction of reviewer’s remarks and with second review;
  • deny to publish the manuscript.
  1. Academic degree, title, appointment and workplace of reviewer.
  2. Subscription (with a seal affixed).

The review is sent to a head editor in electronic file to the editorial address metod-musik@yandex.ru

After the reviewer subscription has been legalized the review in printing form may be transferred or sent to the editorial address: Moscow State Pedagogical University, Institute of Arts, Department of Music, Russia, 115172 Moscow, Novospassky pereulok, 3, b.3., office 203.
